Springfield woman charged with dealing crack, heroin from Old Hill apartment

Rosemary Santiago of Springfield was charged with possession of heroin and possession of crack cocaine, each with intent to distribute, and violation of a drug-free school zone.

SPRINGFIELD — Police arrested a 33-year-old woman on drug and other charges Thursday after an investigation determined she was selling crack and heroin out of her apartment in the Old Hill neighborhood, police said.

Rosemary Santiago, of 237 Tyler St., was charged with possession of heroin and possession of crack cocaine, each with intent to distribute, and violation of a drug-free school zone.

She also was charged with possession of ammunition without a firearms identification card and possession of a stun gun electronic device.

Members of the Narcotics Division under the direction of Lt. Charles Cook raided Santiago's second floor apartment at 1:30 p.m. Thursday following a lengthy investigation, said Sgt. John M. Delaney, aide to Police Commissioner William Fitchet. Delaney said police were tipped off to Santiago by several neighbors who complained of her selling drugs in the neighborhood.

Detectives determined that Santiago would arrange deals over her cell phone and then arrange to meet with her customers near her apartment to complete transactions, Delaney said.

Her apartment is within 100 feet from Pendleton Park.

Police applied with Springfield District Court for a search warrant, and once it was granted, executed the raid. As police knocked on the rear door of Santiago's apartment to announce the raid, she attempted to flee out the front door, Delaney said. She was apprehended by officers who had been stationed by that door.

In the search of her apartment, police found 41 .22-caliber rounds but no gun, and an MTech electronic stun gun, which is illegal in Massachusetts except for sworn members of law enforcement or corrections. Police also found 40 bags of heroin, packaging material, scales and other drug paraphernalia, Delaney said.

Santiago denied the charges at her arraignment Friday in Springfield District Court, and was ordered held in lieu of $10,000 bail. She is due back in court on Jan. 16.
