David Mullins, 47, was arraigned in U.S. District Court in Springfield following his indictment by a grand jury.
SPRINGFIELD — A level 3 sex offender who moved from Vermont to Chicopee four years ago, but never notified local police as required by law, was charged Thursday in federal court with failing to register as a sex offender, according to the office of U.S. Attorney Carmen Ortiz.
David Mullins, 47, was arraigned in U.S. District Court in Springfield following his indictment by a grand jury.
The indictment charges that Mullins moved to Chicopee between Dec. 20, 2009 and Aug. 2, 2009, but failed to register with Chicopee police.
Level 3 sex offenders are people who have been previously convicted of sex crimes and are deemed to be of high likelihood to reoffend. They are required by law to register with the Massachusetts Sex Offenders Registration Board and the local police and every time they change addresses.
If convicted, Mullins could face up to 10 years in prison or a $250,000 fine.
According to the Vermont Sex Offender Registration Board, Mullins was convicted in the state of Indiana in 1995 on three counts of molesting a child.
