Springfield Mayor Domenic Sarno appoints Jennifer Winkler as new city budget director

The appointment of Jennifer Winkler as budget director follows her appointment to the acting position in April.

SPRINGFIELD – Mayor Domenic J. Sarno announced Friday that he has appointed Jennifer Winkler to the permanent position as city budget director.

Winkler has served as acting budget director since April, replacing the former director, LeeAnn Pasquini. Pasquini had resigned to become the director of budget and planning at the University of Massachusetts.

Winkler is a Springfield resident and her annual salary as budget director is $85,000.

Sarno said Winkler has demonstrated her competency and management skills.

“Jennifer is a consummate professional who will excel in this position,” Sarno said. “She is home-grown talent that has worked tirelessly to move up the ladder and will be of great service to the residents and businesses of Springfield.”

Winkler has worked for the city since 2007, and previously had six years experience in budget and finance positions from the health care sector. She worked in the budget department of the Baystate Medical Education and Research Foundation.

Prior to being named acting budget director, Winkler was a senior management analyst in the city’s Finance Department managing and publishing both capital and debt plans along with overseeing various department budgets. She previously served in the city’s CitiStat Department as a senior analyst.

In addition to her duties in the Finance Department, Winkler has also served as a member of the Board of Assessors.

Chief Administrative and Financial Officer Timothy J. Plante also praised Winkler’s performance, saying she is a valuable member of the finance team and “will truly be an asset to the city.”
